First, there is no option to install it or uninstall it. Second, the actual program that runs a script file is in the System32 directory and is protected by the OS.

Now, I'm not saying, "No it can't be disabled on purpose". I'd never make an absolute statement like that. However, given the above, if it could be done, it'd be extremely difficult to do.
