With servers, the "golden rule" is buy as much as you can afford.

The following components are the most important, in descending order:

Storage subsystem - SCSI Raid Array. You will want separate arrays for the Operating System and the SQL Data, preferably connected to separate RAID adapters.
RAM - as much as the motherboard can hold, minimum of 1GB.
Network card - if you have a gigabit switch, try for a gigabit card.
CPU - go for L2 cache over raw speed if you have to.
