I think somebody else must have said that. I even dislike the word "sovereignty". But since you mention it, I believe that in a future World Federation, the individual countries will have to retain some degree of sovereignty - just as, for instance, the individual states in the United States, or the individual
Länder in Germany, retain some degree of sovereignty.
