While I really don't think that the world at large would have expressed ANY displeasure at President GHW Bush if he had continued until Saddam was OUT (even dead), I think that GHWB did the right thing by stopping it when he did.
In doing so he provided proof positive that:
1) The U.N. mattered to him (the mandate being ridding Kuwait of Iraqi control);
2) The U.S. has no imperialist designs even when the area in question had OIL that would have been highly beneficial to the U.S. itself (as well as his allies).
