The coalition forces stopped because the UN mandate did not give them the authority to eliminate Hussein, only get him out of Kuwait. In hindsight, that was a mistake, and even Bush Sr. has said so.

Wrong answer. Want to blame someone? Blame Hussein. He's murdered more of his own people than were killed in the first war, or that are liable to die in this one. Blame the faint-hearted UN for not having the stones to lead in the removal of any dictator (in fact, I challenge you to name ONE that the UN has successfully dealt with). And read up on the American form of government. Bush may be the commander-in-chief, but he would not doing what he is doing without the mandate of the Congress, and that bunch is not the rubber-stamp so prevalent in other countries. Ultimately everyone is accountable to the American people, and if WE did not approve of this, it wouldn't be happening.
