According to VFP7 Readme.htm "You must install Visual FoxPro on a local hard drive". The Windows Installer
Runtime Resource Resiliency (self-healing) is one of the reasons of that requitement. It kicks in every time Windows detects that some application components are missing and tries to repair it.
