You have to estimate how fast your table is going to grow, based on your business data.
One reason archiving isn't practical is because of referential integrity. For instance, my users in Bata Shoe Organization wanted to delete shoes that were no longer produced. I explained them that due to RI, as long as there was related data in any other table, the system didn't allow deleting the shoe. And if the factory stopped producing a shoe, years later, there could still be remainders in the warehouse, which had to appear in the system...
