The program manager role is to make sure the project includes the features required by the users. While the project manager's role is to make sure the project is delivered on time and budget.

These two roles can represent conflict of interest and they will probably be better served if they are assigned to two different people.

As Terry mentioned, take a look at the definitions that come in the MS certification exam.
