The best way to prevent negative human action is to eliminate the human race. Not everyone thinks the same way. We all have free will. If someone is a maniac they may hurt others. Put a maniac in charge of a nation and you have a formula for disaster.
What do we do with humans who do not live up to your standards? Smiling does not always work. Nor does praying. Sometimes one action receives another. Not everyone will agree on any one topic.
