I was on the other side on this one once. I received a resume from a GREAT programmer that I knew was looking for work when we were searching for new talent. He had all of the skills we needed. He gave me a copy of his resume and I turned it in. When interview time came I was even sitting on the panel. He never was notified and didn't show up of course. When I questioned it, I was told that they would not consider resumes that were received outside of official channels. I told him next time to buy a stamp.
