Yes, I have done a fair bit of this for a couple of clients of mine. Hundreds of purchase orders and invoices per day sent / received. VFP is a great way to do this.

However I urge you not to use and VAN (ie; Sterling or GE) Cut the costs and use the EDI standards but exchange the files using FTP. You'll pay for the entire project on what you'll save on the VAN costs.
