I think he means VNC (that little gizmo like pcanywhere). If that's the case then I don't understand why he'd want to dail a phone number from the internet because VNC works with IP addresses. The only way I know of to dail a phone number via the net is to have something like a Cisco ATA 186 analog to digital phone converter, broadband or better - and of course access to use the little sucker.
