Unfortunately, I have heard several Peruvians claim it is from Peru - citing names, as you do. And, I also heard several Bolivians claim it is from Bolivia - also citing names (which I can't remember). That is why I wrote the above - I am simply not sure.

Ah, yes, I have heard this incomplete popular song.
Although I am not an expert in music, I was thinking to create some MIDI files, with mainly Bolivian music, and place them on the Web - when I have some time. Nothing sophisticated - but perhaps some people might find the alien rythms quite interesting.
