Actually I think the minimum is that you need to create a virtual 'application' not just a virtual directory. On Win2k this is the same thing pretty much, but on Windows 2003 Server it must be an application in order to work.

In fact, in RC2 I was completely unable to create a virtual application correctly from the IIS Admin console - the only way to create the directory correctly was to go into FrontPage and have it create a new FrontPage Web of the root web.
