Well, I am not clear on the sequence of events here.
Is this your thinking ?

Create the HTML file.
Create a WORD automation object.
Open the HTML file using automation.
Save the HTML file as a DOC using automation.
Create the TOC using automation.

If so, the implementation of that last step does not present itself as trivial. I will have to ponder that. But I think it could be doable.
Might be able to insert some tags for later search and replace process to get the proper codes in there. Not sure.
