A few suggestions (but I don't know if they'll work)...

1. You could look at FindFirstChangeNotification() API in kernel32.lib.

2. If the OS permits turn on audit logging and use WMI to monitor events.

3. Consider using a wrapper for the .NET FileSystemWatcher object.
