Many of the alternative development projects are usually funded by the U.S. Other (printed) news sources specifically mentioned "U.S. projects".

While it doesn't say so in the article, the PDAR and DAI projects receive funding from the USA (through USAID).

There are problems all the time. On the other hand, I thought the protests might be increased because of the current war. It may also be a coincidence, of course. In case you missed it, there were recent protests against the U.S. all over Latin America.
