The Iraqis are not employing guerilla tactics, they are breaking the rules of war . That is a different thing entirely. The rules of war are not the same thing as rules of engagement. The rules of war specifically forbid using civilians as human shields during military conflict, intentionally locating military facilities and equipment in civilian areas, soldiers dressing as civilians during conflict, the use of biochemical weapons, feigned surrenders, and a lot more.
