It was indeed a problem with a missing semi-colon in the OS Path environment variable. My brain locked on the VFP SET('PATH') value instead of the GETENV('PATH') value. The solution was to add the semi-colon where it belonged in the following Win2K Registry keys:
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Session Manager\Environment
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Control\Session Manager\Environment
