The reason I think PDF is better is because PDF honors formating, fonts, colors, everything. With HTML formating is a pain for anything that is not just plain text.

Also, PDF files are single files so you don't need to worry about distributing graphics like you would with HTML.

But then again, Evan gave very good points on some things that are not that simple/clean/elegant with a PDF solution. I guess you'll need to evaluate what you need.
