I've upgraded from Home to Pro a long time ago and no problems so far.
XP Pro runs IIS perfectly.
In W98 you always can use PWS with certain restrictions.

A CPU (no periphericals at all) by HP (my fav.) would cost about $1100
(PIV 3.06 Ghz)
and $570 with PIV 2.4 Ghz

Mouse and OS doesn't make any difference on the final price (at least with HP & Compaq)
