>Is there a way to stop services that are set to Automatic but will not start. What is happening is I have 3 services that say "stopping" but never stop. This is also preventing me from running Regedt32 or any other executable like third party registry edit software. I can't run CMD.exe or Regedit or Regedt32.exe. Ironically, the box comes up and is functioning near normal. Thanks.

The basic thing would be to change the auto startup to manual. Then, you reboot and it won't be loaded. The next step would be to try to resolve the issue. I would assume you would have to reinstall some components here as something got corrupted or was not installed properly.
