Sure the U.S. has been this way for a long time (haven't read the referenced book). But the "policy" has been to do it themselves by engineering/design/production (i.e. spending the $$$ necessary). Wolfowitz proposed other methods, like preemptive strikes and unilateral embargoes and stuff like that to "assure" things for the future.
