I am another interested party. It seems to me that this has to have been done already. Take check printing, for an example. It is common to use a standard check form (say from Deluxe, or Mas 90, or Quicken). Even so, there is always some fine tuning needed. Applications that do check printing, allow users to increase or decrease the h and w of fields on the form, and store those settings for the next time there is a print job.
It probably would not be an impossibly difficult tool to build, just tedious and time consuming. Reinventing the wheel is not the most desireable solution.
