In addition to what the other guys are saying, if you're using a video card that's more than about a year old in a 2GHz P4 you're probably slowing down your entire system.
Rather than spend a lot of your valuable time chasing this problem, you might be better off investing in a new business-class adapter from nVidia or ATI.
