We've subscribed to MSDN and the value is undoubtedly good! But I have 4 developers and while one MSDN is all we required for most of the goodies, I really need four extra VFP licenses. So it would seem the VFP upgrades are the cheapest option here. The cheapest MSDN universal around here is A$4100 ($2500 US) and MS Australia themselves charge MUCH more. We also have problems with licenses purchased from overseas (eg from US) - it's seen as "gray" market by local distributors and support becomes an issue.
I'll take it up with some of the guys at MS Australia at our next VFP users meeting (which MS kindly hosts here)
