Do you have any ON KEY LABEL commands defined? How about any code in the Form or TextBox KeyPress methods? Another thing to check would be SET KEYCOMP setting (? SET("KEYCOMP") from the Command Window). I'm not positive if this setting has any effect on what you're seeing or not.
