Jim can better clarify this, but think he was refering to "The National Security Strategy of the United States of America".

It was told in a brazilian TV documentary ("The long way to war") that "The National Security Strategy of the United States of America" (http://www.whitehouse.gov/nsc/nss.html) is heavily based on a plan by Wolfovitz (I'm not sure if they're talking about the "Defense Planning Guidance"). The interesting thing is that such documentary was made in the US, not by brazilian people.

Wolfovitz can be a lowly Assistant, but he plays a big role in the cabal, and the cabal plays a big role in the US government, AFAIK.
