The crux here is post war, including security (U.S./U.K. majorly responsible), rebuilding, administering justice, assistance in building bureaucracies for administration, school curriculum/outfitting, hospital organization and lots of other stuff that most importantly includes
preparing, educating, running ELECTIONS.
