Why don't you simply write a simple program in just about .NET, C# or VB.NET or you could even write a program in VB 6 or something else. Have the program request the web page, open a socket and hit it.

Then just use Scheduled Events and have it run that program. The program couldn't be more then 30 or 40 lines of code.
