Saddam had 21 palaces and right now the last I heard was the military took control of only two of them. The majority of the rest were bombed although if they bombed all of the rest, I do not know.
I do not believe the majority of the bombs fell on civilians, but I do know that many innocent Iraqis were injured or killed by the bombing as with all wars.
