I'm not interested in the anti-France slogans. France does have a military and some nasty missiles that SH could have used to deploy WMD if the nasty French had sold them to him, which they did not.

Go and read up about deployment of nerve gases, anthrax delivery and the like. Preparation for wide-scale deployment is pretty hard to disguise.
