Using the color palette is sometimes tricky to understand at first. The first picture with the letter "T" controls the text and lines (foreground). The second picture with the paint controls the background. Highlight the box, then toggle the foreground or background buttons to make sure the background is selected and the text isn't. Then, once all that is set, click the color of your choice and it should fill it in.

If you still have trouble with this toolbar, you can set the colors through the menu. Highlight the box, then pick Format | Background Color... from the menu and select gray.

Another thing you have to change is the "mode" to opaque instead of transparent. If the box is gray in development mode, but doesn't print gray when you run the report, this is probably what is wrong.
