I don't think there is a right answer, the fact of the matter is that if the "bad guy" stays in power, then more lives are lost. If he were to be responsible for 100's, 1000's or even millions of innocent people's deaths in the next ten years alive, and it would cost below that amount to kill him, then that's got to be better.
