I second that opinion. As a consultant, one should revise the schedule, project status, deliverables status but refrain from making recommendation about termination.
One can help the client estimate how much these set backs could cost him/her in terms of time and money and the client based on that data determine the course.
In a sense he might have acted as a Contracting Officer when he should be acting as Tech. Representative of the C.O. in Gov. terms
