If you user's have screens large enough for 1024x768 - 17" (I used to do it on 15" displays, then you can bump the resolution. Many times, the issue is that users have weak vision and just don't want to wear their glasses:-). Otherwise, have them get larger monitors. It almost seems like 1024x768 should be a standard.
