I had checked it. It doesn't looks like an embassy, as you said. Unfortunatelly I don't know the Iraq Embassy in Brasilia (Brazil). Perhaps it's another building close to the actual embassy building, not sure.

Anyway it's very strange to see people "burning garbage and recently cut grass" in the embassies's neighbourhood.
