I tried your suggestion and Bob's but still no go.

The problem seems to be with cursors created via SQL pass-through, SQLExec(), against an Oracle 8 server. That is how 2 of the 3 cursors in use were created. The 3rd was a VFP CREATE CURSOR. Also one of those cursors contained the contents of an Oracle Blob field.

I created cursors from VFP tables then built a sample report using those cursors and it worked fine.
