At a minimum, development should be done in Windows 2000 Professional."I disagree with this one because Window OS is supposed to be "backward compatible", which means new OS should support apps developed in old OS. If one developes an application that uses a new feature existing only as of XP, it would surely fail in Win98 which does not have the feature.
