I am not sure (I am not a lawyer either) but as far as I know the EULA refers only to "Redistributables". These are defined, for VFP, in the help file as that list of files contained in "Redist.txt".

Interestingly neither VFP.EXE itself, nor the Runtime libraries, are included in that list of 'resdistributable' files. The only restriction that IS listed is that you can only distribute things in the context of "an application"

However, the merge modules for the installer ARE listed, as are many of the sample and supporting files and applications (including FoxPro.h, FoxTools.fll, FoxISAPI.*, Filer.dll and so on).

As someone else has already pointed out, how can a reseller know where a buyer is going to install a product? While MS can definitely control those files which are included in their product, I have always understood that the Runtimes in particular are Unlimited, Royalty-Free, Distributables.

This one is not going to go away any time soon, and is not just a VFP issue either...
