Yes. Correct. The way I read your question, I understood you wantd to know if you can start coding in it now and copying the app to a PPC device. What I do, to learn it, i create some sample app in whatever .Net language, selecting to start a project for the Compact .Net framework. Then you can test it in the provided emulator or downloait to the device. I successfully deployed to my iPaq. If it "sees" that the device does not yet have the framework, it will download it to it.

Mind you, I have not done any production application, just for my own use and learning.
