Have you read the actual resolution? It seems that you are saying that the purpose of the inspectors was not to search for WMD but to ensure that inspectors were allowed to search for WMD. Not even the UN would come up with a gem like that ;-)

Yes, this was the issue faced by the poor old UN inspectors. Obviously it does not apply to an invading army that has toppled the government.
