You can use font sizes smaller than 8 in the VFP report designer...simply type in the size you want.

VFP won't automatically shrink it to fit. If Excel is shrinking it to fit, then it is not font size 10 when it prints on the paper. Make a dummy report in VFP, and print stuff in different font sizes (4,5,6,7) and compare them to the Excel printout, to see what size you need to use.
