I think the Iraq and Israeli cases are very different. Apparently, many resolutions against Israel were driven by Cold War politics pre-1990. That may not be the case in all the resolutions, but even then, the ones I have seen cited here on the UT are directed at
both the Israelis and their neighbors, not just the Israelis alone.
