The AUTOSHOW property of a ToolTip is what determines the length of time the Tip stays displayed after it first appears.
My product ToolTip Wizard, which does multi-line and balloon tips, uses the system ToolTips and this is how it is done our ActiveX control.
There are also two other delay times that set the time to first show and the time to show subsequent tooltips on other hot-spot areas.
