I just looked into a similar issue. You can use the same approach if you are using NT profiles. We use a hybrid NT profile so users have two NT profiles. One for Citrix and another Roaming profile. The problem is that the users can not update the citrix profile as they do not have access to the NT desktop.

The way we have got around it is to publish a shortcut to the regional settings for the Citrix NT profile. How?

You can use the Run32.dll with the following parameters:
shell32.dll,Control_RunDLL intl.cpl,,0

This shows the regional settings that are being used on the users Citrix NT profile.
