Yes, I think it is. If the classlibs include VPMAPP, VPMCTRLS, VPMFORMS, VPMSEC and VPMRPT, you are right, especially, if you also have classlibs where the VPM prefix is replaced with PRO.

You need to have those classlibs to modify the app and they are part of the ProMatrix framework and you must have a licence to use them.
Whenever I have to have a project with another shop, I always have them but a copy of VPM, even if they are not doing any development. That way, they could never get into the situation, you are in now.

I would suggest that you contact promatrix (www.promatrix.com) and find out what your options are.
