>I changed the first replace to include the ALL scope but it did not help. I checked out the locates and they were fine. So I decided to do a COUNT FOR and it came up with the number of records I was expecting to see.

Is the current work area the one you are replaceing in? If not, your replace will not work without an IN clause.
