I don't see any relation with that tool and the base Windows built in dialog options. In my case, it's a USB related message which is appearing in a dialog related window about the fact that because the system went on sleep mode, the recent USB Dazzle I plugged in makes it look as if I did an unsafe unplug of a USB device.
