If you have a SNTP Server on your network, or have access to the Internet you could use SNTP Wizard v2.
http://www.SeekfordSolutions.com/Products/SNTPWizard/It lets you timestamp from highly accurate servers. The time is accessible both in UTC and in the client machine own local time. The control does all the conversions. The benefit is the time is retrieved from an independent source with accuracy to the milliseconds.
This might be what you are looking for. Many companies use it for medical timestamping and database record timestamping.
